roof attic fan replacement

I got a call regarding a home inspection item. The attic fan which is mounted in the roof is not working. It is similar to this unit:

I assume the quickest fix for this is to replace the unit? If so, I would leave that to a roofing company?

Why is the fan not working?

I agree Mr. Dave ,, is it not working because the thermostat hasnt reached its turn on temp? Maybe the inspector checked the t stat and the fan.
