Residential receptacle location

Don't believe there is a limit. however if it is to be cord connected I would say within reach of a 5' cord.

There is no code rule even directly over it however for an electric baseboard the receptacle cannot be directly over the heater
I must say that the electric baseboard rule isn't even in the code it is (pretty much always) a rule in the instructions and part of the listing of the heater though.

Informational Note: Listed baseboard heaters include instructions
that may not permit their installation below receptacle
outlets.
While not technically enforceable...it is still "IN" the code....lol

550.13(F)(3) Receptacle outlets shall not be installed above electric
baseboard heaters, unless provided for in the listing or
manufacturer?s instructions

Is indeed in the code....but not for dwellings....lol

Ok smarty pants, rewrite of previous post:

I must say that the "no receptacles over a electric baseboard heater" rule is not a code requirement but is referenced by an informational note that it may be prohibited by the instructions of the heater. And you will find a majority of heaters out there have this instruction.

Is that better?
