Federal Pacific service equipment - is it safe?

Does anyone know if an 800 amp service disconnect (800 amp breaker), with a 13 position meter bank, made by Federal Pacific, would have the same problems as their residential panels (breakers not tripping)? This is a service for a building with 12 condos. The meter bank has 2 breaker panels attached to it, with (12) 100 amp breakers.

Those are old enough now that it may be hard to determine without putting it to a test. IIRC breakers should be exercised periodically to ensure that the mechanical aspects of them still work. Who does this at home let alone a group of condos? You may be able to shut it off, but turning it back on might be another.
