Are SPDs required by code?

A client is telling us that the fire alarm system is tripping when they have sever thunderstorms. The client's FA vendor is suggesting to add Surge Protection Devices (SPDs) to remedy the situation. The client is now asking of SPDs are required by code. Are they?
 
See Section 12.2.4.2 of the NFPA 72-2013.

The NEC requires SPD on Wind Electric Systems [694.7(D)] EM systems [700.8], and COPS [708.20(D)]. The NFPA 780-2014 requires SPDs for LPS [4.20].

Also check your state building code and the FA equipment installation instructions for additional SPD requirements.
