Understand difference between 680.22 (c) (1) vs 680.8

I am trying to figure out overhead lights over swimming pool.

680.8 states:

Power conductors 750 volt and less must be located not less than 22.5 ft from water or based of diving platform.

680.22 (c) (1)

(C) Luminaires and Ceiling Fans.
(1) New Outdoor Installations. Luminaires and ceiling fans installed above the water, or the area extending within 5 ft horizontally from the inside walls of a permanently installed pool, outdoor spa, or outdoor hot tub, must not be less than 12 ft above the maximum water level.

Inspector call me on 680.8, also told me luminaires will need to be run inside a conduit. This are kind of messenger wire luminaries 120 volt feed from GFCI.

Can someone explain me the difference between these 2 articles?

I could be wrong, but I would interpret 680.8 to be specific to feeders and power drops. 680.22 (C) (1) is specifically speaking of luminaires and ceiling fans.

In this case I see 680.8 as being the situation for you. 680.8 is for conductors where 680.22 is for the ficture itself.

(A) Power. With respect to service-drop conductors, overhead
service conductors, and open overhead wiring, swimming
pool and similar installations shall comply with the
minimum clearances given in Table 680.8(A) and illustrated
in Figure 680.8(A).
