Exterior Splice but no Box

At 600 Volts or less. I see a splice that is taped exposed above ground. I'd assume the tape is waterproof/weatherproof. But, aren't these splices supposed to occur in boxes? Is there a code section (I'd assume 300) that requires a box?

In general 300.15 requires a box except as specifically allowed by 300.5(E) which is for direct buried conductors. The conductors in your case do not seem to be buried.

More details on the install would help.

Open service conductors isolated from readily accessibility by elevation are normally spliced in the open to the service drop conductors. Splicing methods and their coverings in that instance are not necessarily water tight either.
