Modifying Electrical panel?

there's been a potential hazard reported with one of our electric panels, 110 V 20A feeding into the machine
There are no secures on the door so anyone can just open panel. Im wondering if there are any standards or requirements that come with modifying the door in order place secures on it
or if I would be better served spending the $100 and putting in man hours to replace the panel and transfer the components into the new panel?

The missing handle, if replaced, won't keep people out of the panel.

I also see a nice use of duct tape instead of a breaker slot cover and an NM connector with who knows what kind of conductor in it. What was the point of all the seal tight connections if an NM connector is OK?

As far as the bigger cabinet I don't see any code or safety issue. It's a hinged cover just like a disconnect switch has


The smaller panel needs the duct tape removed and a breaker blank or two installed.
