NM cable run along the floor behind kitchen cabinets: code violation?

I'm looking right now at some NM cable run along the subfloor, behind kitchen cabinets (photos on request).
Now I know it's sloppy, but is there a specific quotable code violation inherent in this?

So far all I can think of (other than "bad work" which is not specifically a code violation) is that the subfloor and kitchen cabinets are not 1 1/4" thick, and the cable is touching both.
 
Assuming the cabinet is fastened and there is a gap large enough for the cable to fit, why is it any different then any other "chase" whether intentionally made for the cable or just something that naturally exists yet provides needed physical protection?

If cable were installed before the cabinet one could argue it needed to have regular support, but if it was fished in after the cabinets were set then it doesn't. You can bet that the inspector gets told it was fished in regardless.:happyyes:
