Max Amps @ 120/208 from a 100A/600V Service

What is the max amps can I get from a 100A/600v incoming service. Need to know if I have to upgrade incoming service.
What is the formula.
Also.
What incoming service @ 600A do I require for 400A/120-208/3P.
Looking at a renovation of a restaurant and I'm concerned the incoming service will not support new & more equipment for the kitchen. This is a food court with common services.
