PV panels and Roof top feaures plubing and bath fan penetrations

I have a situation where there is concern over plumbing vents under PV panels.
Inspector want's 2 feet clearance to the PV panel. Gave Customer no code reference.
Seems a bit extreme.
Where is it written or is this a made up code?
 
I'm sure if there's a code reference then it's building code or plumbing code for clearance above those vents.

2ft does maybe seem extreme but I have no code knowledge to dispute it. Often you see some discoloration of the PV panel backfilm after a few years if you don't have that much clearance. I've floated PV panels as little as 6 inches above plumbing vents (not heating appliance vents) but I'm really just winging it on those types of decisions.
 
As long as there is natural convective currents , I really don't understand the request.
