Is the standard ENT blue pipe plenum rated? I know there are other types that are, but I believe there are not as durable as the blue pipe.

There is a plenum rated ENT (its orange). Still have to use plenum wire inside it.

ENT can be run exposed in ceilings or walls in buildings of 3 floors or lessNo it isnt. Carlon also makes Resi-Guard that is orange but not plenum rated.
Plenum-Guard is thinner/more flexible than their blue ENT.
ENT isnt installed generally for durability, but to be able to access or pull cable w/o removing the building finish.
Once used some IPEX brand gray ENT with Kwikon fittings. I think it's made for concrete to be poured over it. as much a pitb as it was to work with, I have to think it durable.
