EDIT electricity runs on the surface of wire right? So a chemical coating seems like it would impede the flow more than a plastic / rubber matter sitting on top of the surface.

You are probably thinking of the skin effect. This occurs as a result of the alternating magnetic field in wires carrying AC. It is not really significant in wire sizes below about 2/0 when carrying 60Hz. There is no skin effect for DC.
And the current still runs inside the copper, just greater current density near the surface than in the middle of the wire.

When a wire is superconducting the skin effect is far greater, but you still end up with zero resistance. :)
