I have little experience using tray cable, but is there a listed clamp or strap for use with securing TC cable?

As long as they're fastened securely and protected against physical damage you should be ok. Check out NEC 392.30.

I've always just used zip ties myself.

You essentially can only run tray cable in raceway or cable tray. Securing and support of the raceway is all that is required for the former. We always use cable ties for ladder-type cable tray.

Almost always zip ties.

I have seen metal banding used with the claim it secured the cable from movement during a severe fault, but that strikes me like a bad idea.

The videos that the manufacturers of those type devices are impressive where they show the difference between standard ties and the metal bands.
