Kitchen Island Receptacle (again)

I have read most the post on this but have not found my answer. I have an island that is 66" wx27" d, it is not being permanently mounted, it can be moved. The design of the island does not allow it to be wired for a receptacle unless it is exposed. Since this can be moved ( not very easily with a granite top ), does it require a compliant receptacle?

For my own house remodel I designed a rolling island (very large wheels to handle the weight without damaging the hardwood floor).
I just had the EC install a floor receptacle outlet under one edge of its normal location. Did not try to build receptacles into the island itself.

Not on wheels. More like a table with legs and a few drawers in the center.

I don't think you will get an NEC to specifically state one way or the other. IMO, if this is an island and not on wheels then IMO you would need to wire receptacles as code requires. Again this is an authority having jurisdiction call.
