Does the GEC always connect to the neutral/grounded conductor?

The GEC is what makes the Neutral a grounded conductor but, at detached buildings the GEC only connects to the EGC since it is would be sub fed downstream from service equipment

Yes and no. One example, you could connect it to the EGC bus if a bus bar style main bonding jumper is used.
