220.42 lighting load demand factors

Is there any reason that (in annex D, example D1a ) they apply the 35% to calculate the net calculated load but DO NOT apply 35% to calculate the feeder neutral load?

(when I say "apply 35%" I mean they take the first 3000 VA at 100% and remainder at 35% (of the general lighting, small appliance, and laundry combined VA).)

The reason I ask is because I noticed that they DID apply the 35% to calculate the feeder neutral load in example D2a!

They did use T220.42 for the neutral load in D1(a). It was used to get 5100VA for the small appliance and lighting load and then 220.61 was applied to the dryer and range at 70% for a total neutral load.
