Residential Service entrance cable

Ive been thinking about replacing my 150amp service and relocating it roughly 15 feet away frome where its at now. Reason for moving it is that it has a main gas line running not 4 inches away from the bott9m of the panel box. It has the main water line with in 2 feet of the side of the panel, it has a 3 inch wide sewer drain running within 6 inches of the side 9f the panel. Its not a safe place to work on electrical. The main SE cable before and after the meter has the main insulation wearing off of it.
My question being in New York not New York City, is how much of the SE cable can enter the house before going to the new 200 amp panel?
