Lay in lug

I did a service change yesterday, the existing GEC from ground rod did not reach ground bar, so I machine screwed a Lay in lug and landed my GEC there. Inspecter said it has to be landed on ground bar, is he right and can you give me a code section thanks

To be uber-technical, the inspector is also wrong. Service GEC's are, in general, required to be connected to the service grounded conductor, its terminal, or bus [250.24(A)(1)].

In order to terminate the GEC on the EG bus the main bonding jumper would have to be either a bus bar or wire, not a strap or ground screw. {250.24(A)(4)}
