Multiple Feed-Thru Panels in Series

Is it a code violation to have multiple feed-thru panels in series? For example if Panel 1, 400A MCB, fed thru to panel 2, 400A MLO, which then fed thru to panel 3, 400A MLO. It would not be a very convenient way to service downstream panels at the very least.

Also, if Panel 1 was a 400A MCB with feed thru, Panel 2 could have sub-feed lugs but it would require an MCB at that panel correct? Then panel 3 would require an MCB as well. Hopefully this makes sense.

This is a very common setup for multistory buildings. The main breaker panel will be on the first floor, which feeds through to the MLO on the second, and on and on.
