Was going through an "out of the box" estimating database and this was the assembly for a 4" box mounted on concrete. Plastic anchors and pan head self tapping screws???? Obviously have to drill holes for this assembly but I would think most commonly concrete screw would be used. Correct?

I would be using tapcons. Perhaps the program is using that answer for more than one application. I can see those materials being used on different types of construction.

The labor for the hole should be covered in the anchors.
How many activities do you want for each item?

Take anchor out of box
Drill hole
insert anchor
place 4" sq box
take screw out of box
screw in screw
close box

I would think that drilling the holes and installing the screws would be covered already.

In the program I use, it has a separate labor cost for drilling a 1/4" hole for the anchor. Mine also came setup for plastic anchors, but we use hammer drive pins. It's a good idea to review the default assemblies and edit them for your particular install.

I would use a powder activated tool with the appropriate strength load or Tap-Cons. I understand some job sites regulate powder activated tools.

For estimating purposes, when it comes to supports, straps, etc......what is important, is that the dollars are covered regardless if it's a plastic anchor or tapcon.
The drilling labor is there...the anchor cost needs to cover the average of what different methods may require. Those dollars are in a total budget for the job.
Same goes for EMT, GRC, ...straps. The dollars need to cover the average between Caddy's, 1-hole, minerarlac ...etc
I always used the worst case price as average like tapcon vs plastic anchors...problem solved

Agreed. I am very type A when it comes to estimating. That said, I have learned to let it go. To some extent it matters whether you are bidding large work or small, but having two guys sit there and debate whether to use plastic anchors or tapconns will cost more than using either one.
