I've just had to replace some "Hollywood" lights in a bathroom - brand new occupancy, not even turned over to the HO yet - the fixtures rusted.

Rust does not indicate a wet or damp location...only that some sort of moisture was present.

In the case of my bathrooms...I have no idea how a bathroom that has NEVER been used for bathing/showering could have rusted fixtures - but it does.

Not by me! You neatly dodged the damp/not damp since 404.4 states "wet location or ouside of a building... ":grin:
IMHO, under a soffet is a damp location.
