Mounting board

In PA ahj usually wants a wood backer board between basement block wall and panel. Typically it's 3/4 plywood.
Just wondering how you mount the board. I drill block and use nail-ons (like a Rivit for concrete...has a nail you drive into the Rivit portion) I am thinking of getting a ramset so I can skip the drill portion. Input?

Is wood in contact with masonry below grade required to be pressure treated or some other type of wood destroying insect resistant material?

2012 IBC said:
2304.11.2.3 Exterior walls below grade. Wood framing members and furring strips attached directly to the interior of exterior masonry or concrete walls below grade shall be of naturally durable or preservative-treated wood.
