Step up tranny ( boost)I.

I am wiring a buck boost transformer. I have 208 three phase and need to step it up to 230. It's all wired. I have 230 on A and B phase but not between A and C. I used two transformers for this application followed the wiring diagram. My question is am I supposed to get the 230 on the C phase also?

Can you link the wiring diagram you used?

With two transformers, assuming a balanced wye supply, your line-line voltages should balance but your line-ground voltages will be off.

With only two transformers, it is likely wired open delta (sorta kinda). It should be fine for a 3Ø 3W load. BTW, these are line-to-line voltages. You have to measure A-B, A-C, and B-C. Voltage on C phase is meaningless. The voltage from output legs to ground will not be balanced.
