clearance for service panel

In a house, I've understood that clearance needs to be 30 inches wide and 3 feet in front of the service panel, floor to ceiling. The owner has built a wall 7 inches in front of the panel cover and has a cut out in the drywall a little bigger than the panel. (7 inches between the drywall and the panel cover) Two other electricians are telling the seller it meets code. Who is right? Thank you.

You are mostly correct. Height of working space is top of equipment or 6.5' whichever is greater.

This may help, your wall cannot be in the box if it only has a hole cut out for the size of the panel.
