For C-1, 230.90(A), exception No. 3. is more relevant than 240.4(B).

For the 60A feeders, 240.4(B) may not apply in a practical sense...#8 has an ampacity of 50 and #6 has an ampacity of 65, so using #6 you are already above the 60A OCPD.
If the ampacity of the 60A feeders was corrected for temperature, putting the ampacity below 60, then 240.4(B) could apply.

So now I am thinking I definitely cannot apply it to C-1, C-2 and C-4 since those cables are not protected by the Service Disconnects and 240.4(B) is based on the cable OCPD size.

Agreed?

I think 230.90(A) Ex No. 3 would apply to C-1 and 230.90(A) Ex No. 2 would apply to C-2 and C-4
