The NEC only uses 'closet' in it's requirement as an example of an area prone to ignition. Re-naming the room does not exempt it from the requirement.

It is clear that the NEC does not want it in a clothes closet. What if it is in a brezzeway and I hang my jacket there?

I can see where it could be possible to have a panel in a closet, violating 240.24(D), but meeting 90.4.
