1600 Breakers

I have a switch gear with a 3000 amp low voltage main breaker. The 3000 amp breaker has long time, short time, instantaneous time and ground fault protection. In the 3000 amp gear there is 1 800 amp breaker, 2 600 amp breakers, and 4 400 amp breakers. I just added a new switch gear section, that is protected by the 3000 amp main, with 1 1600 amp low voltage breaker to feed several chilling units. The 1600 amp breaker has long time, short time, and instantaneous fault protection. Does it also need GFI protection since it is over 1000 amps. Based on 215.10

215.10 Exception #2 says you don't, because the main has it.
That is what I read too. The 1600 amp breaker is supplying power to two continuous use cold water chilling units, so I also read 240.13 #1, #2. I'm at a commercial mushroom growing farm where they use them to cool the grow rooms.
Thoughts?
