Is it compliant to install a ?" EMT pull elbow with 3 #12 THHN/THWN conductors in it?

We call those "jake" fittings. If it's half inch it's half inch. 3/4 is 3/4. Same as an LB but neater sometimes.

Been my experiene with them. Most damaged conductors I have run into with them is solid conductors. Probably should still try to limit using only 12 or 14 stranded or smaller (where permitted).

let's put it in the middle of a 70' run of 1/2" pipe.

i've never used them more than a handful of times. they seemed
more trouble than they were worth to me.

I haven't used them much myself, usually only where a regular LB will not fit for some reason, and hopefully only where 14 AWG is what is intended to be run.
