the feed for a 240 volt existing sub panel without EGC

an existing 240 volt feed to a sub panel on a private owned boat dock was run with under ground cable without a EGC. question 1. do you still isolate the neutral. question 2.if you isolate the neutral do you ground panel to a ground rod. note; ground rod would be driven 30 ft. back on shore.question 3.would you isolate neutral and not ground panel to a ground rod and use a 240 volt GFCI for fault protection.(the under ground feed is run 300 feet and no way to add a EGC.) HOW DOES THE CODE ADDRESS THIS ISSUE.
