Use of general lighting fixtures as emergency lighting byacquiring the fixtures with integral battery backup option.
The lighting fixture is provided with un-switched hotwire for battery charger directly from circuit breaker in panel.

Some designers say these lighting fixtures must to beun-switched (24/7 on).
Some designers say these lighting fixtures can switchedby any way such lighting relay, wall switch, dimmer, addressable ballast etc.

question: what is correct design?

I very appreciate any link to code requirements.

The NEC allows switching them

However even if switched off they must overide any switching during a a power failure.

Which usually means that the fixture has both a switched control input and an unswitched reference input used for battery charging and to detect power failure.

Usually.

I was being kind of non-specific because the same rules apply to generator supplied e fixtures.
