Hand holes can be covered with rocks or bark mulch.
Would you consider that conduit body to be a hand hole?
I wouldn't but some loose mulch like shown in the photo is IMO not a problem.

That fitting looks to be 2" or larger. That would be buried about ~6". A tad much IMO.
You must live in a perfect world. I would just be happy I can see it and it's not concreted in.
