But, depending on type of service & local requirements, may not need main (although often nice to have).
It does need to have a main disconnecting means. The easiest and most common way to achieve that is to put a main breaker in the service panel.

What I was referring to was the 6 handle rule (unless that has been changed) .
It has not changed.
Main is an ambiguous term when discussing Code. Suggest using the term service disconnecting means whenever possible to add clarity to your posts.
