225.10 - Each feeder disconnect rated 1,000 amperes or more and installed on solidly grounded wye electrical systems of more than 150 volts to ground, but not exceeding 600 volts phase-to-phase, shall be provided with ground-fault protection of equipment in accordance with the provisions of 230.95.

700.27 - The alternate source for emergency systems shall not be required to have ground fault protection of equipment with automatic disconnecting means.

If the building has 1,000A or greater feeders - on emergency system, will these feeders be required to have GFP?

Can you explain why there is no conflict?
Take a look at 90.3.
90.3 Code Arrangement
This Code is divided into the introduction and nine chapters, as shown in Figure 90.3. Chapters 1, 2, 3, and 4 apply generally; Chapters 5, 6, and 7 apply to special occupancies, special equipment, or other special conditions. These latter chapters supplement or modify the general rules. Chapters 1 through 4 apply except as amended by Chapters 5, 6, and 7 for the particular conditions.

It sounds like this is a normal/ emergency distribution with the feeders being transferred when power is lost.

It does not sound like you are asking if the emergency source has to have GFP protection.

It sounds like you are asking if the feeders distribution being transferred in a power loss has to have GFP protection.

Are you asking if the feeders have to have GFP protection or are you asking if the emergency source has to have GFP protection

Try this.
Layout is:
POCO --> Main panel
Main panel CB 1 ----> feeder 1 ---> ATS
Generator ----> CB 2 --->> Feeder 2. ---> ATS
ATS ---> Feeder 3 ----> critical loads.
What breakers require GFP?
The generator is the emergency source and so does not require GFP, but feeder 2 is not the actual source and so requires protection?
How about feeder 3? Protection requirement depends on position of ATS?
