If I have a 13.8v transformer supplying 208v to a service disconnect, I should bond the neutral to the ground and case at both locations so long as I don't run an equipment ground with the line side feeders from the transformer to the disconnect correct?

Who owns the transformer?
More specifically, where is the service point?

If it is before the transformer secondary terminals, a service disconnect is required on the primary side of the transformer. What it amounts to is, you cannot have a premises transformer before the service disconnect [230.82]


So if the secondary conductors are in fact service conductors, and the secondary is 208Y/120, the system is required to be grounded (X0) and the neutral will be used for all bonding on the line side of the service disconnect.

It appears that the OP described an oil switch and also described a visible arc and visible contact damage. I am just trying to reconcile those two statements.
