On small motors and lights not otherwise marked for polarity--- is the ridged wire always the neutral and the prindted side always the hot side? 110V single phase of cource

Yes, the grounded conductor is required to be identified. A cord with ridges is one form of identification. Look at 400.22(F).


400.22(F) (F) Surface Marking. One or more ridges, grooves, or white stripes located on the exterior of the cord so as to identify one conductor for cords having insulation on the individual conductors integral with the jacket.
