Steel beams are being added to an existing building to create a ceiling cove. The building is concrete construction, not steel frame. The beams will be covered in drywall. We are being required to bond them to in accordance with 250.14(C). Does this section apply, as they will not be exposed and are not likely to be energized?

You have building steel that is not interconnected to form the building frame, and 250.104(C) does not apply.
It is also not likely to be energized unless you are installing wiring methods or equipment on the steel where an insulation failure could energize the steel.
