Stock tank Pool?

Do I need to install an equipotential bonding grid on a stock tank used for a pool? Sits directly on the ground. Dbl. insolated pump.
30 in deep. 8ft Dia.
 
And connect it to what ? pump has a 20 ft cord on it, with a GFCI 15A plug. will be plugged into an existing GFCI recep. on the deck.
With a double insulated pump, you have to connect it to the EGC of the circuit. Then at 4 points, evenly spaced, around the tub/pool. The ring would be 18" to 24" inches from the inside wall, and 4" to 6" below grade.
 
I understand 680.26 B, What I don't understand is how to install lugs on a galv. tank with a flat bottom and a rounded top edge?
I would probably install them with carriage bolts near the top rim. The bolts should be short enough to use an acorn nut to secure the lug to avoid the potentially sharp ends of the bolts.
