Maximum # of 90 degree bends-NEC vs. TIA-569

The NEC allows up to a total of 360 degree worth of bends between pull boxes but the TIA-569 states a maximum of two 90 degree bends or equivalent.
I assume code outranks standards and that the TIA limit is more of a suggested practice.
Would my justification on this be correct?
 
The NEC is the code rule, and TIA-569 is a design standard. Note that the instructions for some communications cables have pulling force and maximum degrees of bend that is less than what is in the NEC. Those instructions would be enforceable under 110.3(B).
 
As an RCDD, if inspecting conduit work performed by others and the Owner has not specified this work be compliant to either TIA-569 or NEC, which would you assess the work's compliance too?

Assuming that the area where the installation is located at has adopted the NEC, I would inspect to the NEC, unless there are project specifications that require otherwise. What would permit you to inspect to any other standard that is not specified in the contract documents?
