Loop Impedance Test

Good day. When I do my loop impedance test between Live, Neutral and Earth, I get 4 ohms. Between Live and both clamps on Neutral, I get 1 ohm. Why is my reading so high?
 
That is a very UK question from what I understand. We don't do a loop impedance or Ze test in the US.

What kind of grounding systems do you have for that system, as it appears to affect the results. Are you using a meter capable of low impedance measurements, made for this purpose?

Good day, Ron. Yes, the ground earth test had a good reading of 1 ohm, but when we did the loop impedance test, it had a result of more than 4 ohms, which is very high between live and earth. We assume the problem lies upstream with the normal installation. We did a hazardous installation for an above-ground diesel tank, and our DB is separate from the normal DB. We cannot issue the COC because of the high value.
