Conduit connection

I have pvc conduit coming out of a concrete wall going into the back of a gutter box, but they’re too close together to get couplings on it. is there any code in the NEC that requires me to put a connector or can I cut a square in the back of the gutter and have them just going directly into it?

I've seen what you've described many times with a pull box or a wireway. For either of those it is not code compliant. For an open bottom switchboard then yes you can do it that way.

Rob what would be the code reference? Only thing i can think of is not being able to put on a bushing or end bell if required ny conductor size.
 
Two of the three images appear to use metallic conduit.
All three are RMC.
If I saw something like that on an inspection, the complete project would get a very detailed inspection.
The inspector actually allowed it but wanted the RMC elbows in photo 1 bonded and bushings installed for conductor protection.
 
Cut it flush to the gutter and use a PVC box adapter? Of course unmounting the box would required cutting.

For the second photo it looks like a LB into the box could have been done. For the third photo FMC to the breaker box.
