0-10 volt through cooler wall

Is it legal to drill a 7/8 hole through a cooler wall. Install a black plastic push in Chase nipple on each side...run the 0-10 volt through it and then put silicon on both sides to stop air flow?
Or does a complete race way have to go through cooler?
 
i would say that it depends on whether the wiring method you are using is one that requires a raceway.

If you are, for example, running THHN in EMT, you cannot run the unenclosed wires through an insulation-filled void in the cooler wall.
The EMT would have to continue through the wall, or at least between the nipples.

From a low voltage perspective you are fine with what you propose, subject to the requirements of the manufacturer of the system being controlled by that cable. You may also want to contact the cooler manufacturer to confirm they are OK with this and you won't void any warranties by doing it.

0-10 volts is article 725, no? If this is class 2 or class 3, chapter 3 wiring methods do not apply unless specifically called for, correct?

0-10V lighting control signal is very likely to be either class 1 or class 2. Would you be putting it in raceway (technically sheathing) outside the wall for physical protection?
If you did what you propose, you would not be able to re-characterize the circuit as Class 1 in order to be able to run it in the same raceway as power wires anywhere else in the entire circuit.
If that is not a concern, fine.
 
the fixtures have an independent raceway for the power wires... I would be drilling the holes strictly for the 0-10 volt dimming... I would be using push in chase nipples as previously mentioned.
