0-10v dimming with high voltage in the same raceway

hello team, I got friendly discussion with my coworker about this topic and for me is very clear that if both wires are rating for the same insulation voltage rating the 0-10v can be in the same conduit.
another thing, does the 0-10v diming wire fall under communications topics?
can some experience friend in the forum clarify these questions?

Try reading the section referenced in the Informational Note that follows the rule that says you can do it if the insulation rating is the same for both the power and control conductors.

You can buy luminary cable with both the line voltage and 0-10 in one cable.
Yes, that product is listed for compliance with rule in 725.136 that is referenced in Informational Note 1 to 300.3(C)(1).

It also might not be needed if the control system is marked as a Class 1 and not a Class 2 system, of if you remove the Class 2 markings and use wiring suitable for power wiring as permitted in Exception #2 to 725.130(A).

I wish there was a yes or no answer to this question.

It keeps coming up and it seems there's never an agreement on whether you can do this or not.
