What method of wiring is the rest of the occupancy ? EMT then EMT, MC cable then MC cable.

AFAIK. those two wires in the Lutron system (but maybe not in a Lutron substitute) are rated and identified as Class 2.running a neutral and dimmed hot from Lutron dimming panel to light. Does it have to be run in conduit?
If the applicable codes require Class 2 circuits to be in raceway, then you are stuck, but I do not think that is likely.

Neutral and dimmed hot sound like class 1 to me. 0-10v (purple and grey) can be class 1 or 2 depending on the setup and dimming panel.
