0-10v wiring to parking fixtures

I have an engineer that wants to run 0-10v dimming wires from the building lighting control panel to the parking lot light fixtures. I know I have heard that this is a coded violation without putting some sort of surge protection on those wires. However I cannot find the reference for it. Does anyone have any input?

I don't recall there are all that many places in the code where surge protection is actually required. It is generally a design choice.
