If you install a 20A single outlet under a sink for a tankless waterheater 1.4kw that plugs in , does it have to be gfci on commercial project

If it is 120 volt and in an area that requires GFCI you will have to provide it.

The exceptions for single receptacles are gone.

Is this really a tankless water heater or just a very small tank? 1.4kw cannot heat more than a trickle, IMHO.

No tank. You get not very hot temperatures and low gallon per minute
