Per code can you have one breaker feed two panel boards?

Say a 400A MCB feed two 200A MCB panelboards? Obviously, if allowed, you would run a 400A feeder to a tap or splice box then feed each panel from there.

Or I guess you could run feeder from 400A MCB to panelboard and use a branch breaker in the panelboard to feed the other panel.??

Yes. Follow the 240.21 rules if conductor to individual panel is reduced
