1 generator, 5 meters?

hey all-

given-
400A multi meter service (5 suites)
proposed-
48kw generator, 200A standby panel w/5 100a breakers, 5 (2 lug) transfer switches.
question-
can a single generator serve 5 meters and still not be configured as a separately derived source?
(doesn't this mean there is more than one electrical system being backed up by a common power source. and to properly back-up portions of each utility service, the installation would require 5 transfer switches-If the transfer switches had solid neutrals, each system would have two grounding paths. To
avoid this scenario, shouldn't the transfer switch have a switchable neutral pole to maintain the single path to ground? )

what section in the 2017 nec would/does this violate?

Meters when installed adjacent to the service disconnect are allowed to be on the load side of the service disconnect

In other words the neutral is allowed to be bonded/grounded in the meters(load side of the service disconnect) when installed adjacent
 
understood-
maybe im overthinking it. sounds like i need to get eyes on the exisiting service and see how it is wired to make the determination.
