I get those question more often than I would imagine and always wonder "why"?
Since the adjusted ampacity might be as low as 13.5 amps, the applications would be limited.

I realize that a conduit run of less than 24" is exempt from the conduit fill ampacity derating, but is it also exempt from the 40% maximum fill rule?

There is a difference between what the NEC maximum is and how many you can actually fit. The max number of conductors is a good test question though!
