Not that I know of in the NEC but they are required by some of the power companies for grounding their equipment.

I've heard that telco's used to use 4 foot ground rounds.

10 foot ground rods are the norm in substation grounding. Often we'll couple 2 together for a 20' ground rod. Substation grounding is subject to IEEE 80 though, not necessarily NEC.

My FIL was a phone company guy. He had a bundle of 5 footers in the garage. Each one came with a short piece of #12 bare welded(?) to one end. We used them as garden stakes.

I have only seen the 10' Ground Rods Couple together to make the 30' to 40' Ground Rods for a Water Intake Station for a Nuke Plant ....
