I was in a restaurant and they had a 2" nipple (6" long) that connected two panels. It was packed, and I mean packed, with #12 wire. Does a nipple fall under the same fill requirements that conduit would? If so, how do you calculate the max fill with #12's in the nipple (by cmils X #of conductors?)?

you can put as many as you want to in a 6 in. nipple.

Not exactly. Less than 24" derating does not apply but the fill is supposed to be no greater than 60% (Chapter 9 Table 1, Note 4)
